Background
Electrification of transport plays a significant role in the transition towards net-zero greenhouse gas emissions energy systems. Strategic documents such as National Energy and Climate Plans (NECP) recognise this as well. In order to fulfil the NECPs and to meet the targets of the EU Clean Energy Package, it is imperative that actors implement concrete measures on a local level.
Project
To facilitate this goal, the “Alpe-Adria Clean Transport Alliance network” was established, consisting of decision makers from Croatia, Montenegro, Slovenia and Austria, to apply implementation measures for the decarbonization of urban transport and to integrate them into local strategy documents. The network involved relevant stakeholders at local, regional and national level to ensure knowledge transfer and capacity building for all relevant actors.
Four white papers were elaborated to analyse the state of decarbonization of road transport and participation opportunities for local governments in the respective countries. Based on these, the project developed a customized toolbox to support decision makers in their efforts to decarbonize the transport sector. In total, 285 participants were reached through various exchange formats of the project and were empowered to use the toolbox. Based on the feedback received from the participants, the tools were regularly adapted and improved according to their needs. In the long term, the project aims to contribute to the harmonization of standards in decarbonizing the transport sector in the participating countries.
Results
- The “Alpe-Adria Clean Transport Alliance toolbox”: The toolbox enables local authorities to optimize future locations of charging stations for e-vehicles and to assess the costs of supporting such measures in their budgets and strategic plans. The focus was on the regions of Styria, Croatian Adriatic, Slovenia and Montenegro.
- The “Alpe-Adria Clean Transport Alliance best practices collection”: A brochure with good practices to promote decarbonization of road transport in Austria, Croatia and Slovenia was produced.
- The cooperation with local and regional authorities on measures of decarbonization of road transport led to the preparation of drafts of various local and regional strategic documents in Austria (3), Croatia (3), Montenegro (2) and Slovenia (2).
