Background

Europe’s dependence on fossil gas undermines climate protection and energy security, a risk exposed by Russia’s invasion of Ukraine. Despite European Union efforts to reduce gas use, several countries in Central and South-Eastern Europe continue to plan new gas infrastructure, risking long-term lock-in and stranded assets. This contradicts the European Green Deal, the “Fit for 55” package and the goal of climate neutrality.

The project supports climate action in Bulgaria, Greece, Romania, Hungary and Germany by contributing evidence for upcoming updates of National Energy and Climate Plans and Long-Term Strategies (2025–2027). It responds to key policy processes such as the revision of national strategies and discussions on the European Union Multiannual Financial Framework. By assessing the future role of gas and alternatives, the project strengthens alignment with European climate objectives and supports informed decision-making at national and European level.

Project

The project accelerates the transition away from fossil gas by delivering clear, evidence-based pathways for climate-neutral and secure energy systems. The project team develops three energy transition scenarios per country, analysing the future role of gas and viable low-carbon alternatives in the power sector, industry and heating.

A comparative report on alternatives to fossil gas evaluates economic, climate and security impacts. National stakeholder workshops in each country bring together policymakers, experts, businesses and civil society to co-create country-specific policy roadmaps. These results feed into a joint European Union policy roadmap to inform decision-makers.

Targeted communication and advocacy activities ensure that findings reach national ministries, European institutions and the public. By combining robust analysis, stakeholder engagement and clear policy recommendations, the project equips decision-makers with practical tools to avoid gas lock-in, reduce import dependence and embed ambitious climate targets into national strategies.
