Background

Poland, Bulgaria and Romania must decarbonise their metallurgical industries to meet national and European climate commitments and to align with the forthcoming Clean Industrial Deal. Yet metallurgy appears only marginally in their National Energy and Climate Plans and industrial strategies, and none of the three countries has a coherent pathway for transforming steel and metal production. High energy prices, structural underinvestment and limited policy guidance hinder decarbonisation, while reliance on fossil fuels continues to threaten competitiveness and climate goals. At the same time, the sector is strategically important for economic development, trade balance and regional autonomy. The project supports governments and industry by providing evidence, strengthening cooperation and informing policies that accelerate the shift to low-carbon metals.

Project

The project builds momentum for a clean metallurgical sector in Central and Eastern Europe by strengthening knowledge, capacity and cooperation across Poland, Bulgaria and Romania. The team conducts research to map decarbonisation pathways, assess technology needs and identify policy gaps. Together with public authorities and industry, the project develops data-driven recommendations and designs incentives that support investment in low-carbon steel, copper, aluminium and other metals. Through capacity-building workshops, site visits and expert consultations, the project equips administrations, companies and workers with the skills needed to advance clean production. Outreach activities promote a shared vision for a regional clean metals market and highlight opportunities for competitiveness and innovation. By deepening cooperation among think tanks, policymakers and industry stakeholders, the project lays the foundation for meaningful policy reform and large-scale investment in clean metallurgy across the region.
