Community Mobility Co-operatives

Establishing Community Mobility Co-operatives to accelerate the transition to cleaner, more equitable, and low-carbon mobility in Southeast Europe. Providing a socially driven alternative to private car ownership by integrating shared electric fleets and community-led EV charging infrastructure. The project will test, develop, and scale cooperative mobility models, ensuring long-term sustainability and community benefits.

Background

Aligned with EU climate policies like the European Green Deal and the Fit for 55 package, this project directly contributes to the EU’s goal of reducing transport emissions. Southeast European mobility networks continue to be dominated by private, fossil fuel-powered vehicles, which contributes to inequality, traffic, and pollution. Although the use of EVs is increasing, shared mobility solutions and charging infrastructure are still being introduced slowly and frequently for private gain. Local energy systems can be successfully reshaped by citizen-led activity, as demonstrated by community energy programs. Motivated by this, our approach ensures that EV infrastructure development emphasizes community benefits by applying cooperative principles to mobility. Our goal is to develop a community-driven, scalable paradigm for equitable and clean mobility solutions by bringing together local government representatives, NGOs, and individuals.

Project

The project aims to pilot and scale Community Mobility Co-operatives in Slovenia, North Macedonia, Romania, and Serbia, focusing on community-led EV infrastructure and shared mobility services. The initiative will support co-ops in two Southeast European countries, empowering local stakeholders through awareness campaigns, training programs, and advisory support. The project aims to document lessons learned and create a roadmap for replication in other regions. Over time, co-ops will expand beyond EV charging to include shared EV fleets and renewable energy integration.
