Background

Coal-dependent regions in Bosnia and Herzegovina and Kosovo face a turning point. As Europe moves towards climate neutrality, these areas must transition to sustainable economies while ensuring social fairness. The European Green Deal and the Fit for 55 package set the framework for reducing emissions and fostering green growth. Both countries are integrating these goals into their Energy and Climate Plans and Nationally Determined Contributions (NDCs) under the Paris Agreement. However, municipalities lack the resources and expertise to navigate this transformation alone. This initiative fills the gap by equipping local governments, small businesses, and communities with the tools they need to drive climate action and economic renewal. The approach builds on the European Union’s initiative for coal regions in transition, ensuring long-term impact beyond the pilot areas.

Project

In Bosnia and Herzegovina and Kosovo, two coal-rich municipalities will be guided through a comprehensive just transition process. Key activities will include defining climate policy pathways through baseline assessments and strategic planning, with a focus on climate adaptation and renewable energy integration. Local governments, small and medium-sized enterprises (SMEs), and young people will be trained to implement green initiatives and access climate finance. Climate awareness will be strengthened through participation in the Climate Change Performance Index and enhanced climate reporting. Tailored just transition roadmaps will be developed, promoting the integration of new sustainability practices into existing frameworks and new opportunities in green sectors. Additionally, training programmes and study trips will be organised to share best practices. These actions will ensure that the outcomes are embedded in national and local frameworks, supporting both the European Union’s climate goals and the empowerment of local communities.

Success Stories

Business Models Driving a Green Future in Breza (BiH)

In October 2025, the Green Horizons project equipped eight young people with the skills to turn local environmental problems into climate-friendly business ideas. During this three-day Training at Green Entrepreneurship Academy in the coal-reliant city of Breza (Bosnia and Herzegovina) they refined their low-carbon business models and presented them on the final day. Three concepts were selected for a one-year mentoring phase to develop full business plans. They include Breza’s first non-profit for selective waste separation, 3–4 pilot mini-recycling stations collecting 500 kg PET and 100 kg aluminium in four months, and a micro-modular tiny-house concept made from recycled materials. These plans mark an important first step toward diversifying Breza’s future economy and strengthening its just transition.
