Coal-dependent regions in Florina, Greece and Novaci, the Republic of North Macedonia face major socio-economic challenges as Europe advances toward climate neutrality by 2050. The European Climate Law and the Fit for 55 package accelerate the phase-out of lignite, directly affecting areas such as Florina and Novaci, where local economies and employment have long relied on coal. National climate and energy strategies in both countries set ambitious targets, yet local implementation remains difficult due to skills gaps, limited institutional capacity and weak access to entrepreneurial ecosystems. Just Transition instruments and funding exist, but absorption is slow and locally rooted innovation is still underdeveloped. This project supports the practical implementation of European and national climate policies by strengthening local capacities, fostering green entrepreneurship and enabling inclusive economic diversification in vulnerable, high-carbon regions.
The project establishes a structured pre-incubation and early-stage support programme for green entrepreneurship in Florina and Novaci. It raises awareness of climate-oriented business opportunities and helps young people, unemployed individuals and aspiring entrepreneurs develop viable low-carbon ideas. Through digital tools, mentoring, workshops and coaching, participants gain skills in project design, business development and climate innovation. In Greece, the project delivers a full pre-incubation cycle that supports participants from initial ideas to mature green business concepts aligned with regional transition priorities. In the Republic of North Macedonia, the project focuses on knowledge transfer, joint workshops and policy-oriented dialogue that connects local stakeholders with tested approaches. Cross-border exchange strengthens cooperation, shares experience from the Greek transition process and supports municipalities in shaping inclusive just transition pathways. By linking entrepreneurship, skills development and local governance, the project lays the groundwork for long-term emission reductions and sustainable regional development.
