Background

Carbon management (CM) is essential for achieving climate neutrality in Central and Eastern Europe (CEE). Countries like Romania, Latvia, Poland, and Bulgaria have potential for deploying CM, but face challenges in implementing CM strategies and projects due to limited understanding, governance gaps, and low public awareness. The European Green Deal, the European Climate Law, and National Energy and Climate Plans (NECPs) call for effective, transparent solutions for climate change mitigation that balance environmental and social considerations. This project helps build capacity for CM solutions that achieve this balance and contribute to the decarbonisation of CEE and its vulnerable regions, including Just Transition areas, to support EU climate goals.

Project

The project strengthens CM in Bulgaria, Romania, Poland and Latvia by enhancing institutional and civil society capacity. Key activities include conducting research to improve CM understanding, building capacity and exchanging knowledge among authorities and civil society, creating monitoring models to track project effectiveness, and co-creating CM strategies with local communities. Capacity-building workshops engage government bodies and civil society, empowering them to implement CM strategies with social and environmental safeguards. By promoting good governance and transparency, the project ensures that CM projects deliver real climate benefits and avoid social risks. This collaborative approach paves the way for effective CM deployment in the target countries.
