EUKI project RenovAID supports the governments of Albania and Kosovo in developing policy frameworks to improve the energy efficiency of buildings in line with EU requirements, thereby contributing to a climate-neutral building stock and supporting their path towards EU accession.

The report “Action Plan for the Establishment of a One-Stop Shop for Building Renovations in the City of Tirana” provides a comprehensive framework for promoting energy-efficient building renovations in Albania through the establishment of a One-Stop Shop (OSS) at the municipal level. It identifies key barriers, including high upfront costs, limited access to finance, weak institutional coordination, low public awareness, and gaps in technical capacity. To address these challenges, the report proposes an OSS that provides integrated technical, financial, and advisory support. It focuses on public–private cooperation and sustainable financing to accelerate renovation and advance the transition to a low-carbon building stock.
