Carbon Management Potential in Romania’s Just Transition Regions

EUKI project GreenHorizon CEE aims to build capacity for deploying effective carbon management in Bulgaria, Romania, Poland, and Latvia, promoting impactful, transparent, and socially responsible climate strategies to support industrial decarbonisation and the EU’s climate goals.

The publication explores how just transition can be turned into concrete action by identifying pathways for stronger climate governance, local green economic development, and broader public engagement. It highlights the importance of equipping institutions and communities with the tools to navigate socio-economic change, while ensuring that vulnerable regions benefit from the green transition. The report underlines that effective climate action must go hand in hand with social fairness, economic resilience, and new opportunities for local actors and entrepreneurs.
