Social Climate Plans (SCPs) are a critical component of the EU’s efforts to ensure a fair and equitable transition to climate neutrality, helping to mitigate the adverse impacts of ETS2 on the most vulnerable. Based on best practices and proven examples from existing policy instruments across the EU, this checklist provides Member States with effective and actionable proposals to strengthen their plans ahead of the June 2025 submission deadline.
