Conclusions from Stakeholder Consultations on the Most Prevalent Issues & Barriers in the Buildings Sector

The project RenovAID enables the governments of Albania and Kosovo to develop policy frameworks for improving the energy efficiency of the building stock in line with EU requirements.

The report focuses on enhancing building energy efficiency in Kosovo and Albania as part of the RenovAID project. Its goal is to provide practical insights and concrete recommendations to local administrations and policy makers for formulating long-term renovation strategies that boost energy efficiency, reduce energy poverty, and support climate goals. The findings highlight substantial legislative, financial, and social barriers in both countries that impede progress. They advocate for comprehensive reforms and community engagement to drive improvements in the building sector’s energy performance.
