Czechia’s Draft Penalty Rules for violations of the EU Methane Regulation

EUKI project Implementing the EU Methane Emission Regulation (I-MER) builds national capacity for effective methane mitigation across Europe’s energy sector.

Published by the Centre for Transport and Energy and the Environmental Defense Fund, this study evaluates Czechia’s draft penalty rules for enforcing the EU Methane Regulation. The analysis finds that, despite some progress, Czechia faces major gaps in enforcement powers, penalty design, and administrative readiness. Minimum and maximum fines are not sufficiently dissuasive, key sanctions are missing, and the delayed legislative process risks weakening compliance and creating distortions in the internal market.
