Decarbonisation of Buildings and Road Transport in CEE Countries

EUKI project ClimateFair Monitor assesses how Central and Eastern European Member States are preparing for a socially fair transition in buildings and transport under the EU’s climate framework.

The report “Decarbonisation of buildings and road transport in CEE countries” reviews national policies, governance structures, and socio-economic conditions shaping decarbonisation efforts in six countries. The study finds that while policy frameworks and funding instruments are formally in place, implementation remains uneven and insufficient. Renovation rates are far below climate targets, public transport systems are underfunded, and support measures often fail to reach the most vulnerable households. Without stronger governance, better targeting of subsidies, and meaningful public participation, current approaches risk deepening social inequalities and undermining public support for carbon pricing and the EU’s climate objectives.
