From Emissions to Action: Implementing the EU Methane Rule in Romania

The I-MER (Implementing the EU Methane Emission Regulation) project supports Romanian authorities in implementing the EU Methane Regulation (EU-MER), offering practical guidance on governance, enforcement, and reporting in the energy sector.
The guide sets out responsibilities for ministries and regulators, focusing on inspections, data verification, and methane reduction measures for oil and gas operations, coal mines, and fossil fuel imports. It stresses the need for institutional capacity, independent oversight, and coordinated implementation.
The publication also highlights Romania-specific challenges, including under-reported emissions and gaps in inventories, while outlining planned training, dialogue, and pilot projects to support national compliance.
