It explains the benefits of these centres, provides European best practices, and gives tailored recommendations for Kosovo. The handbook aims to help municipalities, particularly in Pristina, set up services that connect homeowners with experts, financing options, and reliable contractors, making energy-efficient renovation more accessible and effective.
