EUKI project REDESIGN supports the introduction of effective renovation policies for the worst-performing public buildings in Central and Eastern Europe. The project promotes coherent and consistent national approaches to accelerate decarbonisation and improve energy efficiency across the public sector.

The publication Guiding Framework for the Introduction of Minimum Energy Performance Standards for the Worst-Performing Public Buildings provides practical guidance for policymakers on how to design, implement, and monitor MEPS. It outlines key steps for assessing readiness, defining performance thresholds, ensuring financial and institutional support, and engaging stakeholders. Structured as a roadmap, the framework helps Member States move from planning to action, offering clear recommendations to strengthen governance, compliance, and long-term renovation strategies aligned with EU climate goals.
