Offshore Wind in The Black Sea – Towards a Strategic Legal Framework in Bulgaria

EUKI project BLUECEE establishes exchange formats on offshore wind energy. Thereby the project strengthens the capacity for decisive action and good governance in Bulgaria, Croatia, Poland, and Romania.

This policy brief highlights the Black Sea’s offshore wind potential to drive low-carbon growth, enhance energy security, and reduce fossil fuel reliance. For Bulgaria, integrating offshore wind into its long-term energy strategy is key. Passing the Renewable Energy in Maritime Spaces Act and collaborating with Romania on Maritime Spatial Plans will unlock regional opportunities. Investing in grid expansion, transforming ports into decarbonisation hubs, and addressing public perceptions will attract investment, create jobs, and support Bulgaria’s transition to a sustainable energy future.
