The energy transition tax credit in France (‘Le crédit d’impôt pour la transition énergétique’, CITE) is providing an income tax credit for expenditures related to certain building renovation work to improve the energy efficiency of private dwellings or the modernisation of heating installations. Between 2005 and 2011, more than six million of the 34 million principal residences in France benefitted from CITE at least once. The study by Navigant and adelphi analyses the transferability of the climate policy measure to the German context.

Bonus Malus Vehicle Incentive System France


Factsheet: Bonus-Malus Vehicle Incentive System (France)

The French Bonus-Malus System is one of the main climate policy instruments in the French transport sector and has successfully contributed to reducing average passenger car emissions since its implementation in 2008. The scheme uses revenues from fees for emission-intensive vehicles to finance bonus payments for electric vehicles (EVs) to incentivise the car purchase decision. The study by Navigant and adelphi analyses the transferability of the Bonus-Malus System to the German context.

Factsheet: Bio-Methane Support Policy (France)

This study by adelphi and Navigant looks at French climate and agricultural policy, in particular ‘Le plan Énergie Methanisation Autonomie Azote (EMAA)’ (the energy methanisation autonomy nitrogen plan), and assesses its transferability to the German context. Together with a package of supporting policies, EMAA provides a supportive framework for the development of agricultural methanisation in France, being the production of biogas and bio-methane from agricultural and other wastes. The policies enable investment subsidies for research and equipment, as well as guaranteed prices for their bioenergy products, achieving emissions reductions directly in the agricultural sector and across a range of subsectors, including transport, waste, electricity and heat.

Energy Performance Certificate Database Denmark


Factsheet: Energy Performance Certificate Database (Denmark)

Energy Performance Certificates (EPC), and databases that contain all of the information of the EPCs, are a policy tool used throughout the European Union to address the problem of incomplete information about the energy performance of buildings in the housing and buildings market. In Denmark, an EPC database has been in existence since 1997 and is publicly available online. The breadth, quality and accessibility of the Danish EPC database allows stakeholders to extract and utilise a wealth of information to raise awareness for and ultimately contribute to energy savings. Factsheet: Action Plans for the Aquatic Environment and Green Growth Agreement (Denmark)

Denmark has been a forerunner in climate policy for several decades. Also emissions of the agricultural sector have fallen significantly over the past years. The main policies that Denmark has been relying on over the last decades are the Action Plans for the Aquatic Environment (APAEs) and later in 2009 the Agreement on Green Growth (GGA), tackling mainly high nitrous oxide (N2O) emissions and implementing the EU Nitrates Directive and the EU Water Framework Directive. Report: Impacts and Consequences of the Adopted Climate Action Regulation

The European Union’s (EU) largest climate change mitigation tool, the now named Climate Action Regulation (CAR), covers almost 60% of all climate change causing greenhouse gases (GHG). It establishes annual carbon budgets between 2021 and 2030 for each EU country, covering sectors like surface transport, buildings, agriculture, small industry and waste.

This study analysis the impacts and consequences of the adopted CAR with a focus on Hungary, Italy, Poland, Romania and Spain.

Technical Note: Transparency of Modelling

Energy system models play an important role in the process of deriving climate strategies and policies. Full transparency in calculating these long-term scenarios is essential for credibility and reproducibility of the scenarios and the respective climate strategies. Open data and models furthermore enable broad collaboration and increase efficiency by avoiding duplication of work. The technical note gives an overview of the openness aspects of energy modelling, practical advice for progress in that field and summarizes remaining challenges and possible measures. It is part of EUKI project Climate Recon.

Report: Funding the Just Transition to a Net Zero Economy in Europe: Opportunities in the Next EU Budget

The next European Multi-Annual Financial Framework (MFF) has the means to underpin Europe’s support to help achieve a just transition to a net zero carbon economy. This report aims to assess the Commission’s recently released sectoral proposals for the period 2021-2027. It explores the contribution of several instruments – Cohesion Policy Funds, European Social Fund Plus, InvestEU, Horizon Europe and European Globalisation Adjustment Fund – to the just transition agenda. It also identifies options for the EU regulator to better align funds with this agenda.
