Transport accounts for a large share of greenhouse gas emissions in the European Union and is the only sector in which emissions have been increasing in recent years. The goal of climate neutrality and the increased reduction target for 2030 will not be achievable without a revolution in transport, as confirmed by the ‘Fit for 55’ package published by the European Commission. Electrification of transport, especially of passenger cars, is therefore a key element in reducing transport emissions. This report from Forum Energii describes the status and prospects for the development of electromobility in the Visegrad countries (Poland, Czech Republic, Slovakia, and Hungary), the challenges of reversing current emission trends in road transport as well as how to use the existing potential of sectoral cooperation in the V4 countries. The publication was published under the framework of EUKI project Int-E-Grid: Powering Electromobility in Poland and Germany and introduces strategies and appropriate measures, such as the V4-route, for the implementation of effective policies to reduce emissions from transport through electrification. Examples of successful local climate change mitigation measures can be found all across Europe. Municipalities, local communities, and younger generations are shaping the path towards net-zero emissions. To show what role local and regional actors play in reaching national and EU climate goals, BEACON has drawn data from evaluations with more than 25 municipality and 40 school staff members of the BEACON countries. This report summarises the achievements of the BEACON project in five steps: 1. Identifying needs and creating support structures 2. Establishing cross-border networks and collaboration 3. Building capacities and raising awareness 4. Developing long-term strategies, supporting ambitious policies and vertical collaboration 5. Creating ideas and finally, implementing projects. Accompanying the BEACON project’s final report From Ideas to Action, which provides an overview of the successes and learnings of the project, this interactive brochure zooms in on the specific stories of how schools and municipalities across Europe have created impact in the BEACON project. Written from the perspective of the municipalities, schools and kindergartens, you will find examples of empowerment, connection, innovation, and inspiration in the 83 profiles throughout this brochure. You will also find good practices in local climate action made possible by BEACON’s activities and support, including numerous photos and videos to bring their experiences to life. Community energy can help rebalance the local and global economy and bridge the gap between urban and rural, north and south, and close the gap between rich and poor — because it empowers local people. Community energy leads to energy democracy, holding the promise of an economy and a society based on cooperation rather than competition. Friends of the Earth Europe, RESCoop and Energy Cities published an awesome community energy handbook as part of the EUKI project Bringing Germany’s Bürgerenergie to New Regions in Europe. Municipalities repeatedly cite the lack of funding or difficulty to access appropriate funding as one of the main obstacles to implementing climate change mitigation measures. The BEACON project analysed the financial landscape for municipalities in Poland, Romania, Greece, and Czechia. It looked at the needs and challenges in small and medium sized municipalities. The project also reviewed the opportunities for financing that exist on EU and national levels and via innovative financing instruments. Each report provides a detailed overview of funding opportunities in the respective country and recommendations to administrative staff in municipalities. Energy performance in Romanian school buildings is still far from adequate. The lack of basic technical system components such as thermostats or flow controls shows that energy efficiency measures in Romanian schools must start at a fundamental level. The EUKI project BEACON supported energy saving measures in Romanian school buildings between 2018 and 2021. For this purpose, BEACON has created a refurbishment guide for Romanian schools that shall assist technical and administrative staff of local authorities to take the right measures for energy efficiency improvement in schools and where to apply for funding.

EUKI-Project Three4Climate connects six cities and six schools from Germany, Portugal, and Slovenia to jointly take action towards climate neutrality while the three countries hold the trio presidency of the Council of the EU in 2020 and 2021.
Three4Climate Survey for Cities and Schools
The aim of this survey was to find out what people who live, work, and go to school in the Three4Climate cities think about local climate action and its impacts. The results give an impression of the participants’ wishes for the future and their willingness to contribute to improving their cities’ climate impact. The findings provide local stakeholders the unique opportunity to learn more about their citizens’ views on climate action and to incorporate those into decision-making processes.
