Policy Package for a Socially Just Renovation of Residential Buildings

EUKI project JustReno supports the implemention of EU building renovation policies in Hungary, Poland, and Romania. The project ensures a socially just transition by prioritising worst-performing buildings and vulnerable households.

This policy package explains how EU countries can implement Article 9(2) of the recast Energy Performance of Buildings Directive in a way that reduces emissions while safeguarding those most at risk of energy poverty. It demonstrates that achieving climate targets in the residential sector requires prioritising the renovation of the least energy-efficient homes. There energy waste and social vulnerability frequently coincide. The publication outlines concrete policy packages combining renovation targets, financial support, technical assistance and social safeguards. Overall, the report argues that socially just building renovation is essential not only for decarbonisation, but also for reducing energy poverty, improving health and strengthening social cohesion across Europe.
