Preparing for ETS2 and the Social Climate Fund in CEE

EUKI project ClimateFair Monitor assesses how Central and Eastern European Member States are preparing for a socially fair transition in buildings and transport under the EU’s climate framework.

The report “Preparing for ETS2 and the Social Climate Fund in CEE: challenges, opportunities and recommendations” examines how Central and Eastern European countries can prepare for the EU’s new carbon pricing system (ETS2) and the Social Climate Fund. It outlines key considerations such as public awareness, affordability, subsidy design, administrative capacity, and behavioural responses.

The publication highlights that while ETS2 may lead to higher energy costs, the Social Climate Fund and targeted measures can help address impacts on vulnerable groups. It emphasises the importance of effective use of funds, strong institutions, clear public communication, and direct support for households to promote social fairness.
