Recommendations for the Social Climate Fund and the development of the National Social Climate Plan

EUKI project BioJust supports the energy transition of solid-fuel-dependent, energy-poor households in Bulgaria, Hungary and Romania by improving national policies, developing financial instruments and local action plans and assisting municipalities in their implementation.

In Bulgaria, Romania and Hungary three national report were developed to examine how the Social Climate Fund could mitigate the social impacts of the EU ETS2 system on vulnerable households and micro-enterprises. Recommendations from all three countries emphasise the importance of transparent governance, broad stakeholder participation, and evidence-based identification of populations affected by energy and transport poverty. The reports advise prioritising long-term investments in energy efficiency, housing renovation, and clean energy solutions in Social Climate Plans. In addition, they highlight the need to provide targeted support for those most affected by rising energy costs.
