Status of Policy Frameworks for Increasing Energy Efficiency in Buildings: Kosovo and Albania

This report of EUKI Project renovAID examines the policy frameworks for enhancing energy efficiency in buildings in Kosovo and Albania, two countries working towards EU integration. It highlights the critical role buildings play in energy consumption, accounting for 30% of global energy demand in 2022.

The report outlines global trends, noting a steady 1.1% annual increase in building energy consumption from 2010 to 2022, with significant potential in electrification through heat pumps. It also discusses the challenges Kosovo and Albania face in adopting EU energy standards, benefiting from Energy Community membership for policy harmonisation, market access, and infrastructure development.

Detailed analysis includes data from public administration interviews, expert consultations, and government and EU publications, offering robust insights and recommendations for aligning with EU policies.
