The Baltic Surge. Navigating Offshore Wind Expansion in Poland

EUKI project BLUECEE establishes exchange formats on offshore wind energy. Thereby the project strengthens the capacity for decisive action and good governance in Bulgaria, Croatia, Poland, and Romania.

The Baltic Surge policy note outlines Poland’s roadmap to achieving 18 GW of offshore wind capacity by 2040, advancing EU climate goals and supporting energy independence. Through EUKI project BLUECEE, Poland is set to build its first offshore wind farm in early 2025, with a focus on streamlined permitting, local industry involvement, and sustainable maritime planning. BLUECEE promotes coordinated governance and policy support to overcome key challenges, ensuring Poland’s offshore wind sector can thrive and contribute to regional economic growth.
