The Building Blocks of the Energy Transition in Poland

EUKI project COMMENCE advances the development of community energy in Central Europe by addressing key implementation bottlenecks in the Visegrad Four region.

This policy brief examines the development of energy communities in Poland, where current initiatives largely emerge as isolated, stand-alone projects rather than as an integrated part of the national power system. It assesses how existing regulations, focused on individual cases, fall short of addressing the growing decentralisation driven by the energy transition.

The analysis argues that energy communities can play a strategic role in supporting renewable integration, energy storage and local energy use by collectively managing resources and providing system flexibility. It concludes that Poland needs a shared, long-term vision to guide regulatory and investment reforms and presents step-by-step recommendations.
