The Uptake of Solar Panels in Budapest: Barriers and Solutions

EUKI project Low-Carbon Investment in Budapest accelerates solar energy adoption in Budapest by mapping the city’s solar potential and piloting large-scale installations. It identifies barriers to urban “prosumerism” and develops tailored solutions for citizens and businesses. Through workshops, consultations, and outreach, the project builds awareness and engages stakeholders, culminating in a Solar Integration Roadmap to guide Budapest’s solar energy transition.


The study highlights Hungary’s efforts to scale solar energy, aiming for 20% renewable energy by 2030 and 1,500 MW of solar capacity in Budapest. It addresses barriers like complex regulations, heritage protections, and inconsistent district guidelines, proposing streamlined processes and clearer legal frameworks. Agro-photovoltaics emerge as a key opportunity, balancing energy production with land use. By encouraging incentives, harmonised zoning laws, and public engagement, the report charts a path to integrate solar energy into urban planning while preserving cultural and architectural heritage.
