Winds of Change – Offshore Renewable Energy in Central and Eastern Europe

EUKI project BLUECEE establishes exchange formats on offshore wind energy. Thereby the project strengthens the capacity for decisive action and good governance in Bulgaria, Croatia, Poland, and Romania.

This report explores the potential for offshore wind energy in Central and Eastern Europe (CEE), highlighting its role in reducing coal dependency and enhancing energy security. Poland leads the region with plans to achieve 5.9 GW of offshore wind capacity by 2030 and up to 45 GW by 2040, focusing on fixed installations in the Baltic Sea. Croatia, Romania, and Bulgaria also show significant potential, particularly in floating wind projects, but face challenges such as regulatory gaps and infrastructure needs. The report emphasises the importance of regional cooperation, streamlined permitting, and grid upgrades to unlock offshore wind’s potential. These efforts are critical to aligning the region with EU energy and climate goals, fostering economic growth, and driving the transition to sustainable energy.
