Introduction of MEPS for public buildings

The Foundation Center for Energy Efficiency EnEffect, as part of the EUKI project REDESIGN – Harmonised Renovation Methodology for Public Buildings in the CEE Region, invites you to the online conference on the introduction of MEPS for public buildings. The event will be held online, and participation is free of charge. The event will be held in English.

Minimum Energy Performance Standards (MEPS) are becoming one of the most important policy tools for driving deep renovation and reducing emissions from Europe’s building stock. Under the revised Energy Performance of Buildings Directive, Member States are required to ensure that 16% of the least efficient non-residential buildings meet national MEPS by 2030, rising to 26% by 2033. Public buildings are expected to lead this transformation, setting the pace for high-quality renovations and long-term decarbonisation.

Against this backdrop, the REDESIGN project is hosting an online conference on 27 November 2025, dedicated to the introduction and implementation of MEPS for public buildings, with a special focus on Central and Eastern Europe.

The event will explore:

  • How MEPS can unlock energy savings, emissions reductions, and wider socio-economic benefits;
  • Key principles for effective MEPS policy design;
  • The role of EPCs, indoor environmental quality, and digital tools in supporting renovations;
  • Practical insights and lessons from CEE countries, including perspectives from Croatia, Bulgaria, and Romania.

Participants will hear from representatives of the European Commission (tbc), BPIE, Eurovent (tbc), IWU, and experts from the OUR-CEE project, followed by a regional panel discussion.

The conference will conclude with reflections from Aura Oancea (EPG) on the next steps for MEPS deployment in the region.

Organisers welcome everyone working on building policy, public-sector renovation, energy management, and climate strategies who wish to better understand the ambition, impact, and implementation pathways of MEPS in public buildings.
