Civil Society Opens Doors to Climate Policy

Center for the Study of Democracy (CSD), Energy Policy Group (EPG) and Institute for Structural Research (IBS) have driven forward the development of national energy and climate plans in Bulgaria, Romania and Poland. With targeted feedback at the highest government levels and by organizing three stakeholder events, they have visibly raised awareness in ministries and among the public. Notably, IBS initiated new climate policy consultations in Poland through a public letter, resulting in meetings attended by over 70 diverse representatives and opening up the national process. IBS’s expert analyses were pivotal in shaping targeted approaches to energy poverty and in providing credible foundations for the Social Climate Plan. Lasting impact is proven by the institutionalization of expertise: EPG will henceforth be a regular consultant in policy development, ensuring that sustainable emission reductions continue beyond the direct project period.
