The EUKI project ELCA has established permanent institutional structures for local climate policy in Romania and the Czech Republic for the first time – structures that did not previously exist in this form. These include the Support Centre for Climate Action (SCCA) in Timișoara and the Community Climate Centre in Hodonín. These institutions bring together government, academia and civil society, creating permanent points of contact for climate action at local level. As a result, climate policy is no longer conceived solely on a project basis but is structurally embedded: local authorities can systematically plan, prioritise and implement measures. At the same time, the centres promote exchange between local stakeholders and ensure that knowledge is utilised in the long term. This creates a robust foundation for continuous climate protection and more resilient local structures.
