Local Partnerships Driving Climate Planning in the Western Balkans

Across Bosnia and Herzegovina, Montenegro and Serbia, the EUKI project Green Kick is strengthening local climate action by bringing municipalities and civil society organisations together. 15 local self-governments—with the possibility of a 16th—are currently developing Sustainable Energy and Climate Action Plans (SECAPs) as part of their accession to the Covenant of Mayors. Between February and May 2025, joint LSG–CSO teams met in several SECAP workshops: one first workshop in Serbia, three second workshops in Montenegro and two in Bosnia and Herzegovina. At the same time, partners continued collecting sector data needed to calculate emissions and define climate measures. A three-day mentoring training in Belgrade (April 2025) further strengthened the capacity of project partners to support municipalities in the SECAP process. Despite political challenges in the region, the cooperation between municipalities and civil society continues to move local climate planning forward.
