Policy Recommendations for Offshore Wind Deployment in the Black Sea

Increased deployment of offshore wind technologies is expected to contribute significantly to the decarbonisation of the EU’s economy, and meeting its energy and climate targets. Central and Eastern Europe and the Black Sea region have significant potential for offshore wind power generation. Harnessing it will help to reduce the region’s energy and climate security risks. The Black Sea Renewable Energy Coalition (BSREC) is launching three statements supporting environmental co-existence, regulatory framework development and adherence, as well as the establishment of effective offshore wind infrastructure.

The Black Sea Renewable Energy Coalition (BSREC) is launching three statements supporting environmental co-existence, regulatory framework development and adherence, as well as the establishment of effective offshore wind infrastructure.

In these statements, Black Sea Renewable Energy Coalition members pledge to support institutions and regional Member States in establishing appropriate environmental risk mitigation measures, establishing effective legal and regulatory frameworks and initiating the necessary policies to enhance the infrastructure for the installation and operation of offshore wind facilities. They hope to serve as a knowledge repository for best practices and scientific evidence.

The Black Sea Renewable Energy Coalition (BSREC) is committed to advancing sustainable offshore wind energy development in the Black Sea region. The coalition seeks to promote comprehensive planning that balances environmental protection with global climate goals, ensuring that marine renewable energy growth contributes to a healthier planet. We prioritise aligning the varied interests of project developers, infrastructure operators, environmental organisations, the tourism sector, and other stakeholders, fostering collaboration to proactively address the challenges and opportunities of renewable energy expansion.
