The EU has declared that 30% of its budget for 2021 – 2027 must be utilized for climate action. In their national and regional spending plans, the Member States determine how these funds will be spent and herewith the direction and pace at which Europe will reach its climate goals. However, these documents do not always guarantee the optimal use of EU funds for the environment and climate.
Based on research the EUKI project Efficient Allocation of EU Funds by CEEweb for Biodiversity has delivered, this web seminar will provide an overview of how the EU’s green budget is implemented in the CEE region and whether it helps achieving the European Green Deal goals. Furthermore, insights into EU – funded climate projects in Hungary and the government’s efforts in achieving the European Green Deal targets will be discussed.
We kindly invite you to join the discussion and are looking forward to your active participation. Please note that the web seminar will be recorded.
Speakers:

The Citizen Energy Movement in the Balkans
The citizen energy movement is evolving all over Europe, crystalizing the need for citizens and local communities to access renewable and affordable energy, such as solar and wind energy, and to contribute actively to the transition to a just, democratic and inclusive energy system across Europe.
This summer school will foster networking at the Balkan level and cross-country exchange of ideas, tools, knowledge, and good practices. It will also begin consolidating the community energy movement in Eastern Europe, where citizen energy is just developing, and foster collaboration with partners from Central Europe and Western Europe, which already has a strong tradition of citizen energy.
The overarching objective of the summer school is to start forming a Balkan Community Energy Network through a growing community of practitioners/ambassadors and to support the growth of energy communities in the Eastern region of Europe.
For this, summer school, the European Citizen Energy Academy has joined forces with the Horizon Europe funded project COMPILE. Check out the full programme here.
IMPORTANT NOTICE: The application period has ended.
The EUCENA summer school will foster networking at the Balkan level and cross-country exchange of ideas, tools, knowledge, and good practices. It will also begin consolidating the community energy movement in South-East Europe, where citizen energy is just developing, and foster collaboration with partners from Central Europe, where there is already a tradition of citizen energy.

The Russian invasion of Ukraine has put the European energy and climate security through its most difficult test so far. The spike in energy prices largely caused by the excessive overreliance of many European countries on Russian gas imports, calls for an amendment of the European Energy and Climate Security Strategy.
The REPowerEU in conjunction with the Fit-for-55 targets have been the right steps forward. The EU has emphasised the need to maximise non-Russian gas imports, as well as the increase in renewable energy investments, electrification, energy efficiency, and innovation. But the devil remains in the details, as risings prices and impending economic hardships are bound to reduce the will for change created by the shock of the war in Ukraine. This process could be helped further by monitoring member-states’ progress that will ensure an objective, comparative assessment of energy and climate policies.
Building on the Kremlin Playbook series, the Center for the Study of Democracy (CSD), a European public policy institute, has been developing an Energy and Climate Security Risk Index (ESCRI), to track the energy supply security risks in relation to the standoff with Russia.
CSD in cooperation with EUKI is organizing a roundtable to discuss the initial ideas and suggestions based on the ESCRI results from Germany, Italy, Bulgaria, Greece and Romania. The discussion will focus on the possible solutions for the future of the EU energy and climate security and the crucial role that Germany will play in driving forward the implementation of the REPowerEU plan.

By adopting sustainable purchasing habits, consumers can make an important contribution to addressing climate crisis, while also taking care of their health. Eco-labels and certificates can help us with this. However, in the multitude of labels on food products, it is difficult to identify those that are trustworthy and that assure the selected products are truly environment and health-friendly. It is therefore important to learn about these issues and, as conscious consumers, make more sustainable decisions in all areas – including food.

We are at the crossroads, facing challenges such as the climate crisis, the pandemic, the lack of affordable housing or social tensions. However, it seems that it does not make sense to continue on this path, but it is not possible to go back. The only option is to find a new way that will create new opportunities for our and future generations.
Can we take a critical look at the current situation and find the key to a better lifestyle that will not be a burden on the environment in which we live?
It is we who can change the current consumerist way of life, architects, engineers, developers, politicians, officials, residents, all of whom, by our decisions, create the future.
This year, the conference is different again, although it builds on previous years – on passive houses and buildings A0. This time we are not only going back to the roots and to the city…
We are going back to our values. Inspired by the New European Bauhaus, which is committed to sustainability, aesthetics and inclusion. We will look for them together in both urban and rural environments.
Individual subject blocks will, besides key speakers, contain moderated panel discussions of the invited guests. Audience can join the discussion freely through the application sli.do.
We invite you to the IV. year of the conference A0. Again, it will be different, extraordinary, suited for architects, but also for those who are willing to listen and speak their mind.

While energy efficiency policies have become mainstream in OECD countries, energy consumption is still increasing, so that there is still a long way to go to reconcile with 1.5 degrees compatible pathways. In Central and Eastern Europe, energy consumption levels are catching-up rapidly, leading the way for emerging economies worldwide. Energy sufficiency is key to address this increase of energy consumption, and can act as a key complement to efficiency and renewables on the path to carbon neutrality, but also to a deeper environmental sustainability beyond just climate aspects.
In the framework of the CACTUS project and on the sides of the 2022 Berlin Energy Transition Dialogue, the négaWatt Association, Fraunhofer ISI, the REKK Foundation and the Lithuanian Energy Institute are inviting you to their web seminar.
In this session, experience from designing scenario pathways based on sufficiency, efficiency and renewables from Germany and France will be complemented by examples on the integration of sufficiency from the CACTUS project in Hungary and Lithuania and from scientific literature and global models aiming at 1.5°C target and submitted to the IPCC. Solutions will be presented and discussed to integrate sufficiency into climate and energy scenario models and strategies and of European countries and beyond.
The webinar will take place back to back with a presentation of the EnSu energy sufficiency policy database, providing for a comprehensive sufficiency BETD side-event session.
Moderation: Stephane Bourgeois, CACTUS project coordinator and European relations and policy manager, négaWatt association

On Thursday, 27th January at 10:00 CET, the Climate Recon 2050 Platform will host an online event with national climate policy experts, discussing the insights from a report on the national LTSs from the four Visegrád countries.
Experts at WiseEuropa have compared the long-term strategies in the Czech Republic, Hungary, Poland and Slovakia using a methodology developed inside Climate Recon 2050. The results will be presented as an impulse to discuss the different experiences and help identify ways to learn and improve – and move towards implementation.
Joining us to speak to their respective national context for the long-term strategies are (in alphabetical order of the four countries):
If you are interested in seeing the results and joining the conversation, kindly register for the event via this form: https://forms.ecologic.eu/cr2050-visegrad
Only registered participants will receive the access link.
Background:
At COP26 in Glasgow, the international community highlighted the importance of long-term climate strategies (LTSs) and requested that all Parties submit theirs by 2022 (and update them regularly). In the EU, all Member States are legally obliged to produce national long-term strategies. However, the strategies have differed significantly in terms of their drafting process, final results as well as timing.
Climate Recon 2050 has developed an evaluation matrix to allow for a comparison of these divergent strategies. The analysis of the Visegrád 4 countries is the first in a series of regional comparisons to be published by the end of 2022.
This event presents fresh analysis that compares contents and process of the national LTSs for the Visegrád 4 countries. It invites reactions from the countries concerned and asks for updates on the next steps. And it will consider the question how EU Member States, especially in a regional context, can learn from one another and create coordinated strategies towards 2050.
The event will be recorded and the video be made available on this page afterwards, alongside the presentation of the report’s findings.

Today’s world is faced by unprecedented, interdependent and highly dynamic complex challenges. At the forefront is the climate crisis, a most urgent and complex challenge that requires the collaboration of a multiple actors across geographies, disciplines and levels to work together.
Many EUKI projects are supporting such collaborative processes but effective dialogue and working together is often much more difficult than expected. Public discourse is getting increasingly polarised. Actors that need to work together often share a history of distrust, bring different mindsets and worldviews to the table and see little common ground or incentive for cooperation.
The envisaged training shall address the question of how a meaningful multi-stakeholder dialogue and productive collaboration can be initiated under these circumstances. How can reluctant stakeholders (governments, private sector, academia, civil society) be convinced to actively engage in these processes? How can civil society organisations move things forward despite a lack (real or perceived) of convening power? How to work with people you don`t agree with or like or trust?
The Training consists of a total of 4 modules and takes place from 9:00 – 12:00 CET on:
Monday, 25 October 2021,
Thursday, 28 October 2021,
Monday, 08 November 2021 and
Thursday, 11 November 2021
Ahead of the training, a short pre-workshop session introducing the use of the virtual facilitation tools will be offered.
Trainers:
Stefan Friedrichs, Public One, Berlin
Prof. Dr. Stefan Jung, Public One, Berlin
Programme: The full training programme with an overview of the four sessions can be found here.
Terms of participation:
Participation is restricted to EUKI implementers and implementing partners and limited to 20 people. All participants will receive a Certificate.
If you wish to attend, please register below by 08 October 2021. We will confirm your participation in a separate e-mail. Should you not be able to attend, please do inform us asap that we can reallocate your place to a participant from the waiting list.
Bookings are closed for this event.
This EUKI Academy training adressess the question of how meaningful dialogue and productive collaboration with multiple stakeholders can be initiated in a polarised and challenging environment.
In July, the European Commission presented the “Fit for 55 package” which aims to revise the EU’s climate and energy legislation to implement its new 2030 climate target of net 55% emission reduction. Currently, Member States are developing their position on the package which needs a whole of government approach.
In an effort to help Member States in developing their positions, CAN Europe is organising an event to bring together high-level speakers to show how the Fit for 55 package can further increase the EU’s climate ambition and accelerate the energy transition.
In addition, this event will host the launch of Climate Analytics’ recent research on 1.5°C compatible emission reduction pathways for the EU and nine Member States. Their report illustrates how the 1.5°C target is still within our reach. Panelists from Member States and civil society representatives will discuss how national plans, such as National Energy and Climate Plans and National Long Term Strategies, should be updated to pave the way for 1.5°C compatible policies for European countries.

On 14 July, the EU Commission presented its Fit for 55 legislative package which shall pave the way for a 55% net greenhouse gas reduction by 2030. While being praised by some commentators for its ambition and new instruments it has also received criticism from different sides.
The Fit for 55 packages proposes wide ranging reforms of the EU’s climate, energy, transport, industry and land use policies to reduce net emission to 55% by 2030 compared to 1990 levels as an intermediary step to become the first climate neutral continent by 2050. The proposed policy mix contains elements of pricing, targets, standards and support measures.
The aim of the Webseminar is to have an exchange among EUKI Community Members on the potential impacts of the package on their countries, its uptake by the respective governments and other stakeholders and how it should be amended in the further legislative process.
The webseminar takes place from 14:30 to 15:30 CET, via MS Teams. If you want to participate in this webseminar, please follow this link.

Climate Action Network Europe is kindly inviting you to a webseminar “How to make national CAP Strategic Plans to deliver climate ambition in Central Eastern Europe?” that will take place on Wednesday, 1 September 2021, at 9:30-11:00am CET.
European decision makers finalised negotiations on the post-2022 CAP reform. While the post-2022 CAP has shortcomings in terms of accelerating emissions reductions in the agriculture sector, Member States can still increase the climate ambition of the post-2022 CAP through well designed national strategic plans.
Member States are currently drafting their national CAP Strategic Plans that should be finalised and delivered to the European Commission by the end of 2021. The CAP Strategic Plans should become a tool to effectively steer the agriculture sector in the direction of the Green Deal’s objectives. To do that, Member States should mainstream sustainable farming practices in their CAP Strategic Plans and increase climate, nature and animal friendly farming practices through effective support.
Given the crucial importance of CAP Strategic Plans to increase climate ambition in the agriculture sector, in this webseminar we will discuss how these plans can be steered towards climate friendly policies and what their co-benefits can be for the rural areas in Central and Eastern Europe. The webseminar will also try to answer questions on how to boost broader societal dialogue about the role of agriculture in climate neutral just and fair economies.

Media coverage of climate change is a critical factor shaping attitudes and behaviors globally. Driven by civil society and movements like Fridays for Future it is also increasingly important for the German election campaign in September 2021. All political parties stress the importance of reining in climate change. But the electorate demands concrete proposals- not just lofty ambitions. Bundesministerin Svenja Schulze has unique insides in the action plans currently being discussed and drafted in Berlin. She will talk about Germany’s climate agenda with IJP face to face.
Svenja Schulze is a German politician of the Social Democratic Party (SPD). Schulze currently serves as Minister of the Environment, Nature Conservation and Nuclear Safety in the fourth coalition government of Chancellor Angela Merkel.

Less than ten years from 2030, countries throughout Southeast Europe (SEE) still have high shares of lignite-fired electricity in the mix, generated by an ageing fleet of power plants. However, the landscape for our energy system is a very dynamic one: The EU adopted a higher emission reduction target for 2030 (-55 per cent compared to 1990) and a target to be climate-neutral by 2030. Zooming into the region, Greece announced to phase out its entire coal fleet by 2028. Clearly, all this is a comprehensive and challenging task ahead of the EU-27.
During this online event we will discuss opportunities and challenges in the power sector of SEE EU Member States and lay out possible paths forward for Bulgaria, Croatia, Greece and Romania for greening their economies. We will focus on options for a green recovery after the devastating effects of the Covid-19 pandemic and for rapidly scaling renewables in their power systems. The event shall support a fact-based dialogue on the implementation of the EU Green Deal in Southeast Europe and create a space for making inclusive alliances comprised of governments, EU institutions, utilities, think-tanks, NGOs and citizens.
With this event we are closing a three and a half years multi-country energy transition project: The Southeast Europe Energy Transition Dialogue. The project was led by Agora Energiewende and it was implemented by our national think-tank partners from the Southeast Europe Energy Transition Network.
The two and a half-hour webinar will be held in English and will include two Q & A sessions.

The increased 2030 EU climate target, and the new EU budget and recovery fund, present an opportunity for countries in Central and Eastern Europe (CEE) to invest in the measures and technologies needed to implement the European Green Deal. However, EU climate ambition is still perceived as an obstacle to economic development by some governments, who oppose stronger climate policy. As civil society and other progressive voices from CEE are underrepresented in high-level debates in Brussels and Berlin, this workshop aims to intensify contacts between progressive CEE stakeholders and relevant German policy makers. The goal is to contribute to a better common understanding of the political obstacles and open up new perspectives for promoting climate action in the region.
This webseminar with German government representatives will focus on addressing major stumbling blocks to greater cooperation between Germany and CEE on climate issues and discuss how Germany can work with CEE governments to secure their support for upcoming reforms and initiatives under the European Green Deal.

COVID-19 has changed the way we travel. On one hand, the number of travels for holiday and leisure reasons has decreased rapidly. Lockdown measures and the new popularity of “home offices” added to this development. At the same time there has been a shift in the use of transport means.
This online event will feature two exciting projects of the European Climate Initiative currently underway that are investigating how to increase mobility options, while reducing their negative repercussions such as CO2 emissions, air pollution, traffic congestion and noise pollution. Both projects explore how to realistically apply best practices on the ground. Special attention is given to the promotion of zero emission and low carbon modes of transport, that could replace some emissions intensive modes of transport.
The policies and measures affecting the transport sector tend to have a narrow focus on only a few modes of transport and ignore numerous opportunities to make mobility more sustainable. During this event we will present approaches that looks at an existing policy framework to identify overlaps and gaps. Reducing overlaps can make policy measures more efficient, and gaps can be closed by utilising best practices already adopted in other places.
This event is open to anyone interested in sustainable, high quality mobility. Inputs and ideas on how to increase the relevance of the projects’ outputs during or after the event will be very welcome.

Education is an essential factor in the global fight against climate change. The international community has recognized the importance of climate education and has committed to „developing and implementing education and awareness programs on climate change and its impacts“, at national and international levels (Article 6 of the UNFCCC as well as Article 12 of the Paris Agreement). But how can these commitments and programs be put into practice? The web seminar will highlight challenges and opportunities and discuss the different experiences of introducing climate change into curricula in Bulgaria and Lithuania.

It is the pleasure of the Climate Recon 2050 platform to invite you to join an online debate with the European Commission and national government experts, discussing the impact of the climate neutrality target on EU climate policy and national planning processes.
Fifteen months ago, EU heads of state and government agreed on a new long-term climate policy goal for the EU: to become climate neutral by 2050. This is also the central objective giving guidance to the European Green Deal, and it is about to become legally binding through the EU climate law. It makes the EU the first regional bloc to have committed to going to “net zero” emissions. Arguably, the move to a higher 2030 emissions reduction goal of 55%, adopted a few weeks ago, is owed to this strengthened climate ambition.
This virtual expert exchange will be centered around the following guiding questions:
To discuss these and other questions, we invite you to join us for a debate with key experts, bringing together both EU level perspective and the national implementation perspective:
The event will be live-streamed via Zoom, where pre-registered participants will be able to interact and ask questions directly to the panel.
