Advancing Community Energy Frameworks in Hungary

EUKI project COMMENCE advances the development of community energy in Central Europe by addressing key implementation bottlenecks in the Visegrad Four region. 

This policy brief, prepared by the National Society of Conservationists, examines the current framework for community energy in Hungary and identifies policy areas where further action is needed to unlock its full potential.

The analysis shows that while Hungary’s legal framework has recently evolved to allow the establishment of energy communities, significant gaps remain in the practical implementation of these rules. In particular, energy market actors have been slow to translate legislation into operational business practices, limiting the effective realization of community energy initiatives.
