Analysis of the Just Transition Fund Implementation Across six EU countries

EUKI Project A+ Approach to Enhance Energy Transition supports local authorities in Central and Eastern Europe (CEE) countries in leading the decarbonisation process. It aims to ensure a fair energy transition through increased access to EU funds and capacity-building activities.

The paper examines the implementation of the Just Transition Fund (JTF) across Czechia, Germany, Greece, Poland, Romania, and Spain. It highlights the Fund’s important role in supporting coal-dependent regions. Further, the JTF helps to establish clearer phase-out timelines and to strengthen regional ownership. The report identifies how implementation varies considerably between the different countries, with challenges including administrative capacity and insufficient involvement of local communities. It recommends for stronger coordination between the EU countries up to local levels, better integration of different funding streams, technical assistance, and local participation.
