Analytical Brief on Energy Sufficiency in the National Context: Lithuania

EUKI project CACTUS builds capacity and awareness for integrating energy sufficiency into climate and energy strategies in Lithuania and Hungary, supporting policymakers and model developers in incorporating sufficiency into energy models to advance sustainable energy transitions.

The report „Analytical Brief on Energy Sufficiency in the National Context: Lithuania” examines energy use trends and policy frameworks in the building and transport sectors, drawing on national data and strategic documents to identify where demand reduction through behavioural change and targeted interventions is most relevant.

The findings show that transport is a major driver of energy demand, while buildings present significant potential for demand reduction. Energy sufficiency is only partly reflected in current policy frameworks. Strengthening demand-side measures and improving policy alignment could support a more efficient and low-carbon energy transition.
