BioJust Local Action Plans and Publications for a Just Energy Transition

EUKI project BioJust supports the energy transition of solid-fuel-dependent, energy-poor households in Bulgaria, Hungary and Romania by improving national policies, developing financial instruments and local action plans and assisting municipalities in their implementation.

The BioJust publications present a comprehensive approach to tackling energy poverty and supporting a just heating transition at local level in Central and Eastern Europe. Developed as part of the local action planning process in pilot municipalities, the materials combine visual guidance, practical implementation examples, and locally tailored heating action plans to support municipalities in addressing inefficient housing, dependence on solid fuels, and limited access to clean energy solutions.

Through local heating action plans for municipalities such as Jánoshida (Hungary) and Lăpuș (Romania), BioJust outputs provide practical tools and tested solutions to strengthen local governance capacities and enable socially fair, climate-aligned energy transitions in rural communities.
