Bridging Capacity Gaps for CCS in Latvia

EUKI project GreenHorizon CEE advances capacity building for effective carbon management across Central and Eastern Europe. This national study assesses Latvia’s readiness to deploy Carbon Capture and Storage (CCS) as part of its industrial decarbonisation strategy and contribution to EU climate goals.

The analysis finds that, despite recent progress Latvia faces significant gaps in governance, administrative capacity, public engagement, financing, and workforce development. Promising geological formations exist, but infrastructure is absent, regulatory processes remain incomplete, and public awareness is limited.
