Briefing: EU Cohesion Policy Funding and the Housing Crisis

EUKI Project A+ Approach to Enhance Energy Transition supports local authorities in Central and Eastern Europe (CEE) countries in leading the decarbonisation process. It ensures a fair energy transition through increased access to EU funds and capacity-building activities.

The briefing argues affordable housing could become a strategic cohesion policy goal. It showcases transformative, inherently affordable, social and climate‑resilient buildings, and links the housing crisis to energy and transport poverty, financialisation, polarisation and discrimination. It urges aligning energy‑efficiency renovations with housing policy via clear project criteria to ensure fair, circular, climate‑neutral outcomes, and proposes assessing EU plans, local market impacts and recent renovation research.
