Briefing: Race to the Top – Reform and Investment Proposals for the SCP

EUKI Project A+ Approach to Enhance Energy Transition supports local authorities in Central and Eastern Europe (CEE) countries in leading the decarbonisation process. It ensures a fair energy transition through increased access to EU funds and capacity-building activities.

This briefing provides practical recommendations for reforms and investments of Social Climate Plans. It examines how different countries are involving stakeholders in the Social Climate Fund. It also features a traffic-light assessment, a colour-coded evaluation method based on four guiding principles and a set of criteria endorsed by civil society organisations. The aim of this assessment is to promote more inclusive and effective planning by comparing different countries‘ approaches. The analysis goes beyond the 8 target CEE countries of the project, as it is a joint work led by Bankwatch and REScoop, with 30 other organisations who signed and supported the report.
