Challenges and Recommendations for the Hungarian National Social Climate Plan

EUKI Project „Strengthening Ownership of Climate Policy in Central and Eastern Europe (CEE)“ supports stronger engagement with EU climate policy among Central and Eastern European policymakers. This is achieved by improving their understanding of the EU’s climate agenda and the advantages of taking ambitious climate action.

This policy brief examines how Hungary’s National Social Climate Plan could address energy poverty more effectively while supporting the transition to clean energy. It emphasises that the Social Climate Fund should prioritise long-term investment in energy-efficient building renovations over short-term financial compensation. The brief recommends several steps to increase the support for vulnerable households this includes renovation programmes, strengthening advisory services, and coordinating the use of the funds. Additionally, it highlights the importance of ensuring that ETS2 revenues contribute to a socially just energy transition. This can be achieved by reducing fossil energy consumption and improving access to clean energy.
