Comparative Overview of EPC Frameworks in Kosovo, Albania
The project RenovAID strengthens national energy policy frameworks by focusing on the implementation and reform of Energy Performance Certificate (EPC) systems.
This report provides a comparative overview of EPC frameworks in Kosovo, Albania, and the European Union, offering policy recommendations to align national systems with EU standards. It addresses key barriers such as weak enforcement, limited public awareness, underfunded municipal institutions, and the lack of digital platforms and trained professionals in both countries.
The analysis highlights country-specific gaps, such as Kosovo’s absence of NZEB (Nearly Zero Energy Building) standards and Albania’s underdeveloped financial incentives, while identifying opportunities for regional cooperation in digitalisation, training, and awareness-raising.
Recommendations include strengthening municipal capacities, developing decentralised task forces, enhancing financial instruments for renovation, improving monitoring and digital infrastructure, and integrating renewable energy into EPC frameworks.
