Consolidated Report on Enhancing Energy Efficiency in Buildings in Albania and Kosovo

The project RenovAID supports the governments of Albania and Kosovo in developing policy frameworks to improve the energy efficiency of buildings in line with EU requirements, thereby contributing to a climate-neutral building stock and supporting their path towards EU accession.

This consolidated report provides practical recommendations for establishing long-term renovation strategies, implementing a robust Energy Performance Certificate (EPC) framework, and setting up one-stop shops to facilitate building renovations. These measures aim to address energy poverty, enhance energy security, and promote the integration of renewable energy sources.

The report covers legal, technical, and regulatory aspects, identifying key barriers such as inadequate policy frameworks, limited financing, and low public awareness of energy efficiency. It offers targeted solutions, including training for local authorities and engagement of civil society and the private sector.
