The analysis finds that, despite some progress, Czechia faces major gaps in enforcement powers, penalty design, and administrative readiness. Minimum and maximum fines are not sufficiently dissuasive, key sanctions are missing, and the delayed legislative process risks weakening compliance and creating distortions in the internal market.
