National Building Renovation Plan

EUKI project BioJust supports the energy transition of solid-fuel-dependent, energy-poor households in Bulgaria, Hungary and Romania by improving national policies and developing financial instruments. The project also sets-up local action plans and assists municipalities with their implementation.

The National Building Renovation Plan publications offer country-specific advice on how to improve the implementation of the plan in Bulgaria, Hungary and Romania. Designed to support the revision of national renovation strategies, the publications emphasise the importance of prioritising the least energy-efficient buildings and solid-fuel-dependent households. They also promote the ‚energy efficiency first‘ principle, whereby all energy demand is reduced rather than new power plants being built. The publications highlight the need to specifically support vulnerable households and engage with local authorities. The plans demonstrate the necessity for building renovation policies to incorporate social and climate objectives. This ensures that renovation measures contribute to a fair, inclusive, and equitable energy transition.
