National Guidelines for Energy Communities in Poland

EUKI project COMMENCE advances the clean energy transition in Central Europe by promoting renewable energy-based Energy Communities (ECs). It empowers local governments and civil society in the Czech Republic, Hungary, Poland, and Slovakia to shape national legislation and kick-start at least 16 ECs.

To address the challenges faced by local authorities, COMMENCE has published The National Guidelines for Energy Communities in Poland, a practical resource for those interested in establishing energy communities. The guidelines provide a comprehensive framework to navigate the legal, technical, and financial aspects of energy community creation. They cover essential steps such as conducting energy balance analyses, feasibility studies, and legal registration processes, while also addressing barriers like outdated infrastructure, regulatory challenges, and limited market access. By emphasising collaboration with local authorities, transparency, and stakeholder engagement, the report ensures a participatory and sustainable approach to energy transition.
