Review of the current Heating and Cooling Framework in Bulgaria, Croatia and Greece

The EUKI-funded Project CHAMP – Championing Municipal Heating and Cooling Planning aims to support municipalities in developing local heating and cooling (H&C) plans per EU directives.

This report evaluates H&C policies in Bulgaria, Croatia, and Greece. It recommends to improve frameworks for renewable energy integration and energy efficiency. Bulgaria struggles with a fragmented H&C strategy and aims for 44% renewable energy by 2030. Croatia has more advanced policies but faces outdated infrastructure. Greece focuses on electrification and solar thermal energy, targeting 52.6% renewable energy in H&C by 2030. All three countries need enhanced coordination, financing, and capacity-building to meet EU climate targets effectively.
