The Józsefváros Sustainability: Strategic Directions and Integrated Proposal Package
EUKI project Empowering Roma Communities in the Green Deal promotes the active participation of Roma communities in climate and environmental decision-making. It supports inclusive governance, strengthens local capacities, and fosters cooperation between civil society, academia, and public institutions.
This project identified thirteen actions and three pilot areas in the Józsefváros district of Budapest, Hungary, with the aim of addressing environmental and social challenges. These include energy poverty, heat exposure, poor housing conditions, and limited access to green spaces, which disproportionately affect Roma communities. A key recommendation is the Frontline Community Climate Intelligence (FCCI), a participatory tool that enables residents to document local problems, thus actively shape climate planning. The tool should be incorporated into municipal decision-making processes to encourage collaboration and enhance credibility. Furthermore, the project sets out three detailed sample projects that demonstrate how the proposed framework can be put into practice.
