EU Energy Performance of Buildings Directive: Guidance for public officers now available in English, Romanian and Bulgarian
The EU Clean Energy Package brings changes to the way countries must draft and report Integrated National Energy and Climate Plans (NECPs) and long-term renovation strategies to decarbonise the building stock by 2050. This guidance and complementary template, developed under the framework of the EUKI project “Our Buildings”, aims to support policy makers at regional and municipal level who are confronted with implementing ambitious climate plans, while increasing efforts to boost renovation activities.
The guidance runs through the steps that should be taken and content that should be included to meet the new requirements of the amended Energy Performance of Buildings Directive EPBD 2018/844. It is complemented by a template specifically supporting national governments to set up comprehensive long-term renovation strategies according to the legal provisions. Both the guidance as well as the templates are now available in English, Bulgarian and Romanian.
The new European legislation is meant to help in drafting renovation strategies targeting specific issues such as split-incentive dilemmas or fuel poverty to realise the wider benefits of energy renovation. For all benefits to unfold in practice, renovation strategies should be as ambitious as possible and aim for deep renovation. Most importantly, they should be designed in a way that facilitates implementation and reduces obstacles for implementers at the local level, because this is rarely straightforward and comes with challenges.
