CLI-MA – From Housing Manager to Climate Manager

Background

Buildings are responsible for 40 percent of GHG emissions in the EU. This is due largely to the big number of old buildings that do not meet energy efficiency standards. To achieve the goal set by the EU Energy Performance of Buildings Directive, the renovation rate must be increased considerably. Yet, available financial support from domestic and EU sources is not fully tapped by building owners in Poland and in Latvia. 

Project

Building managers play a crucial role in organizing refurbishment processes and fundraising. Therefore, the project addressed the building managers by providing standardized training curricula based on German experience. The training focused on preparation, financing and implementation of climate change mitigating measures related to energy and water use in residential multi-family buildings and their surroundings. Polish and Latvian experts prepared the training materials. The project organized pilot trainings for 20 candidates per country. To guarantee the widespread sharing of the project results, various media activities, national workshops, and an international workshop during the annual 62^nd International Scientific Conference at Riga Technical University were organized. The project concluded with a final public event in Germany as part of the annual Deutscher Verwaltertag. 

Results

• The Training for Climate Managers of Buildings, which is in operation in Germany, has been successfully transferred to Poland and Latvia as a good practice for developing and implementing similar trainings and qualification contents in these countries. In Poland the training course was made available on the e‑learning platform (e-learning.fpe.org.pl) launched by FPE as part of the CLI-MA project. In Latvia the training curricula was included in Riga Technical University (RTU)’s internal learning Moodle platform ORTUS in several obligatory study courses of existing RTU study programs ”Real Estate Management” and “Civil construction and Real Estate Management”. The training curricula was also included in RTU’s Institute of the Civil Engineering and Real Estate Economics 360 hours professional development course “Building Management, Renovation and Energy Efficiency Improvement Projects”. 

• During the project 96 participants in total took part in pilot trainings conducted in Poland and Latvia in 2022 and until the end of the project 151 individuals were registered for the training courses. 123 participants took part in online workshops with relevant stakeholders on the necessity to speed renovation of residential buildings as a major component of climate policy and the need of specific qualification of housing managers leading to better use of existing and future financing support on energy efficiency measures in buildings. 

• The project managed to disseminate and promote the training course and the importance of the related content on several relevant events, conferences, training events and webinars as well as through media articles and info campaigns on social media.
